so i got my radeon sapphire rx460 then i install the drivers the i got fuzzy or pixelated display on my monitor befor i was using apu and its okay when i start having rx460 my monitor got fuzzy.i think its on my video card because my videocard have a HDMI 2.0 ang my monitor got 1.3 or something

need help or advice

That part doesn't sound right.

I have to ask first, have you set the video card driver to output at the monitor's native resolution? That would be my first stop for a pixelated display.
