The Ryzen R3 are supposed to come out this month so you may want to wait for that.
What's wrong with your core 2 duo? I doubt you will see any difference with an I3 if youre not gaming?
Have you considered installing Linux?

Beeps on startup are a common method for signaling a POST error. There is likely a pattern to the beeps. Check the motherboard user manual to see what the beeps mean. There is usually a table of beep codes. If you can't find one in the manual, check the internet, one can usually find the codes for the BIOS kernel since there are only a few of them around - AMI & Phoenix are the most prevalent.

I've heard of the P5 motherboards often failing after a number of years so it doesn't surprise me that it might be happening now.

while the dual core CPU's exist, I fear they're a bad buy for anything that someone wants any sense of longevity out of. quad core is always better.

best value right now would be a Ryzen quad core from AMD. the only thing to keep in mind is that you need Windows 10 as the new AMD and Intel platforms have no Windows 7 support.

Except his system is dying. Otherwise, yes, it's still a strong system for his needs.

I have a P5q-e and had a q9450... I upgraded to a Xeon X5470 for 60 bucks. Then got an SSD. Now running at 4ghz and with a used r9 280X can pretty much do everything, even gaming at 1080p.
